Where to Stay in Montenegro: Top Places & Hotels
Montenegro may be small (just three hours from the northern mountains to the southern coast), but it’s full of charming towns, stunning mountains, and a beautiful coastline.
From the historic streets of Kotor and Perast to the lively nightlife of Budva and the peaceful mountain escapes around Žabljak, Montenegro offers something for everyone.
Choosing where to stay can make a big difference, so I’ve rounded up some of the top places and hotels across the country to help you plan your trip.
TIP: I highly recommend renting a car and doing a road trip through Montenegro. While you could reach all the best sights from a single spot, driving yourself gives you the full experience. These towns and hotels are the perfect bases, as they’re spread across the country.

1. Kotor
Kotor is one of Montenegro’s most famous places, and it’s easy to see why. Nestled at the end of the Bay of Kotor, this UNESCO-listed town is a maze of cobblestone streets, medieval walls, and charming squares.
One of the highlights is climbing the city walls up to the fortress – it’s a bit of a workout, but the panoramic views over the bay are absolutely worth it.
Staying in Kotor is perfect if you want to be right in the heart of history while still having easy access to the coast. You can wander the old streets early in the morning before the crowds arrive or enjoy a relaxed evening with the sunset over the bay.
The vibe of Kotor also reflects in the hotels, where most of them are small boutique stays in the center, often located in old, historic buildings.
I personally loved Kotor. The only downside is it can get quite crowded, especially when the huge cruise ships dock, but even then, the charm of the city is impossible to miss.

Boutique Hotel Astoria
Boutique Hotel Astoria is a 5-star hotel located inside the UNESCO-protected Buca Palace from the 13th century. Staying here means you’re just steps away from Kotor’s main squares, cafes, and the city walls.
The hotel offers 9 luxurious, individually designed rooms, combining historic stone elements with modern design. Each room comes with air conditioning, cable TV, bathrobes, and marble-lined bathrooms.
It also features its own restaurant and a cozy lounge bar, serving international cuisine with a mix of traditional and modern dishes.


Hotel Libertas
Hotel Libertas is a lovely 4‑star option tucked right on the water. Housed in an authentic 18th‑century stone building, it’s perfect if you want a quieter base while still being close to Kotor’s UNESCO old town.

One of the highlights here is the outdoor pool and the private beach area just a few steps from the hotel. There’s also a restaurant and bar, and bike rental is available if you want to explore the coastline.

Hotel Forza Terra is a stylish 5‑star boutique hotel right along the Bay of Kotor and just a short drive from the old town.
The hotel features both an outdoor and an indoor pool, plus a sun terrace where you can relax with a drink and enjoy the views. Each room comes with a flat-screen TV, and many have a terrace or balcony overlooking the bay.
You can also enjoy the wellness area with a sauna, whirlpool, and fitness facilities. There’s a restaurant and bar serving meals and drinks, and bike or car rentals make it easy to explore the coastline.


2. Perast
The small, picturesque town of Perast is another great place to stay in Montenegro.
Just a short drive from Kotor, this historic town is famous for its well-preserved Baroque architecture, charming waterfront, and the two small islands just offshore: Our Lady of the Rocks and Saint George.
Staying in Perast is ideal if you want a quieter, more relaxed atmosphere compared to the bustling streets of Kotor.
The town itself is small enough to explore on foot in a few hours, and its waterfront cafes and small restaurants make it perfect for leisurely evenings by the water.

Conte Hotel
Conte Hotel is set in a protected heritage building that was once the old House of Culture, right on Perast’s main square.
You’ll find a mix of stylishly decorated units spread across the main building and several annexes, so some offer lovely views over the bay or over the town’s charming streets. All rooms and suites are air‑conditioned and come with satellite TV and free Wi‑Fi.
You also have easy access to a sandy and stone beach just a short walk away, and the church of St. Nikolaus and Perast Town Museum are only steps from the hotel.


Heritage Grand Perast
Heritage Grand Perast is a luxurious 5‑star hotel right on the water and set in a beautifully restored 18th‑century palace.

Staying in Budva is ideal if you want a mix of sun, sea, and social life. You can spend your days relaxing on beaches like Mogren or Slovenska, and your evenings exploring cozy cafés, trendy bars, or seaside promenades.
I found Budva really cool and loved the mix of history in the old town and the modern, trendy vibes in the new part. It gives you that classic seaside resort feeling, so if you prefer a quieter, more local side, it might not be for you.

Merit Starlit Hotel
Merit Starlit Hotel sits right in the heart of Budva, just about 100 m from Ricardova Glava Beach – one of the most popular seaside spots in town.
The hotel offers luxurious and spacious rooms equipped with a wardrobe, coffee machine, safe, flat‑screen TV, and a private bathroom with a shower.
What really stands out is its wellness and leisure offerings. You can enjoy a private beach area, a spa with a sauna and Turkish steam bath, a fitness center, plus a terrace and restaurant for meals and drinks. There’s also a bar on site for cocktails or casual drinks.


La Villa Boutique Hotel
La Villa Boutique Hotel is a chic boutique hotel right inside Budva’s old town, just steps from the Citadel and marina. Its location within the historic city walls means you’re surrounded by cobblestone streets, cafés, and stunning Adriatic views.
The rooms are beautifully designed, featuring stylish, functional, and elegant furniture and amenities like en suite bathrooms, seating areas, and air conditioning. Many rooms also offer terraces with gorgeous views over Budva’s marina or the old town rooftops.

One of the hotel’s highlights is the rooftop pool, where you can relax on sun loungers while enjoying sweeping views over Budva and the Adriatic.
There’s a bar for drinks, and each morning you can enjoy a buffet or continental breakfast before heading out to explore the town.


4. Podgorica
Podgorica, Montenegro’s capital, may not have the seaside charm of Kotor, Perast, or Budva, but it’s a surprisingly interesting place to stay, especially if you’re passing through or want to explore the country’s central region.
The airport is just a short drive away, and bus and train connections make day trips to Skadar Lake, the coastal towns, or the mountains pretty easy.
While it might not be a typical tourist destination, the city has its hidden gems, like the old Ribnica River Bridge, the Millennium Bridge, and several interesting museums and galleries.
And even though it’s the capital, I found Podgorica surprisingly quiet compared to the coastal hotspots.

Hilton Podgorica
Hilton Podgorica is a modern 5‑star hotel, just a 5‑minute walk from Independence Square and about 10 minutes from the Old Ribnica River Bridge and Millennium Bridge.
Stylish, sun‑filled rooms offer a place to unwind after sightseeing, and the hotel’s amenities include four restaurants, the Terrace Fontana café for coffee and pastries, and a rooftop bar with panoramic city views.
There’s also a wellness area with an indoor pool, spa, and fitness facilities.


Crowne Plaza Podgorica
Crowne Plaza Podgorica is a modern 4‑star hotel in the Capital Plaza complex, about 2 km from the city center.
It offers stylish, air‑conditioned rooms with flat‑screen TVs, minibars, coffee/tea facilities, safes, and private bathrooms with branded toiletries.
Dining options include Living Room Lounge and Dining, serving international cuisine, and the Signature Lounge on the 5th floor, offering city views and complimentary snacks and drinks for Signature room guests.


5. Žabljak
Žabljak is a small mountain town in northern Montenegro, perfectly situated as the main gateway to Durmitor National Park and just a short distance from the stunning Black Lake.
Surrounded by rugged peaks, deep canyons, and crystal-clear lakes, it’s ideal if you want to explore Montenegro’s stunning nature, go hiking or biking, or simply enjoy a peaceful mountain escape.
Accommodation in Žabljak ranges from cozy guesthouses and mountain lodges to boutique hotels, often with rustic charm and views of the surrounding mountains.
The town itself is quiet and laid-back, with a few restaurants and cafés where you can relax after a day exploring the national park.
Žabljak was, along with Perast, one of my favorite places in Montenegro. As a true nature lover, I loved being surrounded by the mountains and waking up to quiet mornings, with fresh air and peaceful views right outside my window.

The hotel also features a garden, terrace, sauna, and bar – perfect for relaxing after a day of hiking.


NORTH STORY
NORTH STORY is a stylish place to stay just outside Žabljak, about 3.5 km from Crno Jezero (Black Lake) and around 10 km from the Tara Gorge viewpoint.
You can choose between modern apartments or rent an entire chalet, some of which come with private whirlpools, fully equipped kitchens, and spacious living areas.
The property also offers a garden with an outdoor pool, a sauna, and a shared whirlpool, plus a terrace to relax and enjoy the mountain views.


Monte Pine Chalets
Monte Pine Chalets is a luxurious 5‑star mountain retreat, set in the heart of nature and just 4.5 km from Crno Jezero (Black Lake).
Each chalet has two bedrooms, a comfortable seating area, a cable flat‑screen TV, a fully equipped kitchen with fridge and dishwasher, and bathrooms stocked with Bvlgari cosmetics.
All chalets feature an indoor natural wood fireplace, an outdoor heated jacuzzi, and a terrace surrounded by trees and nature, with stunning views of the Durmitor mountains.
